PNGICSA is looking for suitably qualified and experienced personnel to fill three roles.

 

DEPUTY CHIEF MIGRATION OFFICER (DCMO) - VISA & PASPPORTS DIVISION

Position: ICS VO 102

PNG ICSA Grade: 15

Salary: K93,737 - K114,567 plus allowances

The role:

The DCMO V&P reports directly to the Chief Migration Officer. It is one of the key executive roles in ICSA, contributing to PNG’s national development and prosperity through well-managed visa processing and passport services. The DCMO V&P provides executive oversight, strategic direction, leadership and management of all PNG visa, entry permit and passport processing in PNG and overseas missions in accordance with relevant legislation and regulations.

The position is responsible for managing key PNG government stakeholder relationships including the Department of Labor and Industrial Relations and the Tourism Promotion Authority. Key non-PNG government stakeholders include migration agents, the tourism industry, the United Nations High Commissioner for Refugees, the mining industry, peak industry bodies, foreign embassies and High Commissions.

The DCMO V&P role carries a very high level of responsibility and accountability.

Qualifications:

Applicants must be suitably qualified and have a Bachelor Degree as a minimum. A Major in Political Science, International Relations, Border Security, Migration, Asylum and Refugee Studies or Public Administration is highly desirable.

Experience:

Applicants must have mid to upper level management experience of at least 10 years, including experience in managing the operational functions of a medium to large organisation. Experience working within the PNG public sector environment at a senior management level would be a distinct advantage.

EXECUTIVE OFFICER - EXECUTIVE DIVISION

Position: ICS EXE 03

PNG ICSA Grade: 11

Salary: K44,996 - K54,996 plus allowances

The role:

The Executive Officer position is located within the Office of the Chief Migration Officer, reports to and works closely with the Chief Migration Officer (CMO).

The Executive Officer plays a key role in ICSA, ensuring the cohesive and effective dissemination of information and direction coming from the CMO. The Executive Officer provides strategic advice and high-level administrative support to the CMO and other senior leaders. The Executive Officer can represent the CMO office in initial high level client and stakeholder contact and provide verbal and written briefings to the CMO.

The Executive Officer must demonstrate high levels of personal efficiency, superior analytical capacity and sound judgment, including proven ability to generate innovative solutions in a pressured environment. Additionally, the Executive Officer will handle sensitive and confidential information in a professional and appropriate manner and must show exemplary personal integrity, sensitivity and discretion.

Qualifications:

Applicants should have a Bachelors Degree in Arts, preferably in public policy and political science or a related discipline.  

Experience:

Applicants must have at least 2 years experience working in a similar role, preferably at least at middle management level in a PNG Public Sector environment.

ASSISTANT MANAGER LEGAL BRANCH - EXECUTIVE DIVISION

Position: ICS EXE 15

PNG ICSA Grade: 11

Salary: K44,996 - K54,996 plus allowances

The role:

The Legal Branch forms part of an executive arm of the ICSA. The Branch is headed by the Principle Legal Officer and is responsible for providing legal advice to the Chief Migration Officer, the Advisory Board, Citizenship Advisory Committee and the Minister responsible for Immigration.

Under the direction of the Principle Legal Officer, the Assistant Manager Legal Branch will

  • provide advice on legal matters within the organisation and cases outside for and against ICSA, particularly in cases of litigation
  • assist with the proper implementation, review and amendment of relevant Acts
  • provide assistance and legal advice to the Authority’s Board Secretariat and Citizenship Secretariat where necessary and/or as required.

Qualifications:

Applicants must be suitably qualified and have a first degree or above in Law from a recognized University, and possess a valid restricted practicing license.

Experience:

Applicants must have at least 3 years experience in a legal environment including the provision of high level legal advice. Some experience as a legal officer in Advisory Board or related work is preferable.
