APEC CIQ Handbook

The purpose of this Customs, Immigration and Quarantine Handbook (CIQH) is to provide delegations and participants to APEC 2018 with the essential information needed to travel to and depart from Papua New Guinea (PNG) for all the meetings associated with APEC 2018.

This CIQH will ensure that you are fully aware of the requirements for entry and exit processing of
dignitaries, delegates and participants through PNG’s airports and seaports. The information will assist in ensuring you have a smooth entry and exit from PNG.

Under the guidance of this CIQH the most important goal of the PNG Government Border Agencies is to:

Ensure the safe, secure and dignified movement of leaders and delegates/participants through Papua New Guinea’s airports and seaports whilst maintaining border and aviation security.

Benefits for cardholders

The APEC Business Travel Card (ABTC) cuts through the red tape of business travel, and gives accredited business people pre-cleared entry to participating APEC economies. Card holders enjoy: 

·         Fast-track entry and exit through special APEC lanes at major airports, and multiple short term entry to these economies for a minimum of 59 days stay each visit.

·         No need to individually apply for visas or entry permits each time you travel to any of the participating APEC economies as the card is your visa.

·         Cards are valid for five years from first issue.

Why the card was developed

The APEC Business Travel Card was developed in response to the need for business people to gain streamlined entry to the economies of the Asia-Pacific region. This enables business people to explore new business opportunities, attend meetings and conduct trade and investment activities.

Participating Economies

There are 19 economies currently participating in the ABTC Scheme: Australia, Brunei Darussalam, Chile, China, Hong Kong (China), Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Republic of the Philippines, Russia, Singapore, Chinese Taipei, Thailand and Vietnam. The United States of America and Canada are currently transitional members of the scheme.

Who is eligible?

To apply for the card, you need to be a business person who:

·         Is a passport holder of a participating economy i.e. citizen (or a Hong Kong permanent resident with any valid travel document); 

·         Travels regularly to conduct trade and investment activities in the APEC region; and

·         Has not been convicted of a criminal offence.

Some economies require additional information and may impose additional eligibility criteria. Refer to your home economy for information and the application form.

Application for APEC Business Travel Card by PNG Citizens

Just as applications by businesspersons from participating economies will be transmitted to PNG for approval, applications from PNG businesspersons will have to be transmitted to respective economies for their approval.

To facilitate movement and entry by PNG businesspersons into participating economies, procedures, requirements and migration service fees have been designed consistent with standards in the APEC Business Card Operating Framework.

The Applicant must be:

1.     a PNG citizen and holder of a valid PNG passport. PNG Passport must be valid for 6 months or more;

2.     of good character and is not the subject of criminal charges or court proceedings within PNG;

3.     a bona fide business person engaged in the trade of goods, the provision of service or the conduct of investment activities; and

4.     endorsed by an approved business organisation

5.     a PNG Government Minister or senior official or an official actively engaged in APEC business related activities.

APEC Business Travel Cards will not be granted to:-

ü  dependents of a business person, Government Minister or an official , dependents of PNG APEC Business Travel Card holders must comply with entry requirements of the economy they wish to visit.

ü  persons who wish to engage in paid employment, working holiday, professional athletes, news correspondents, entertainers, musicians, artists or persons engaged in similar occupations.

Validity

APEC Business Travel Cards are valid for a period of five years, subject to passport validity, in keeping with the APEC Business Travel Card Operating Framework.

How to Apply (PNG Applicants)

1.     Complete the Application for APEC Business Travel Card.

2.     Pay the Migration Service Fee of K400 and attach the official receipt to the application.

3.     Provide documentary evidence as follows:

·            Supporting letter from approved business organisation

·            IPA Registration documents (where applicable)

·            Attach current, valid passport

·            Attach two recent passport sized photos

Approved business organisations for PNG citizen applicants are:

·         PNG Business Council;

·         PNG Chamber of Commerce;

·         PNG Chamber of Mines and Petroleum;

·         PNG Fisheries Association; and 

·         PNG Forestry Association;

Requirements for Government Ministers and Officials

     1.     Request letter from relevant section that deals with the affairs of Members of     Parliament/Cabinet Ministers

      2.     Supporting letter from the Police Commissioner

     3.     Duly completed APEC Business Travel Card (ABTC) application form

     4.     Copy of current Official passport bio data page

     5.     Migration Service Fee K400 (official receipt from Finance Cash Office)

     6.     x1 ID size photo


Where to Apply

All APEC Business Travel Card Applications must be lodged at the PNG Immigration and Citizenship Authority head office, Central Government Office, Waigani, marked for the attention of the APEC section.

PNG Citizens who wish to check the current status of their ABTC applications with other member economies may enquire online.

Renewal and Replacement of Cards (PNG)

Renewal and Replacement of Cards (PNG)

PNG Cardholders must re-apply for a new card two months before expiry with all the necessary documentation.

Migration Service Fee for renewal is K300.00

Replacement cards will be issued if the Cardholder’s details change (including passport details) or when a card is lost. Appropriate documentation such as a Police report will be required if stolen.

Procedures for Non PNG Citizens

Non PNG Citizens Seeking APEC Business Entry Permit

Current participants in the APEC Business Travel Card  scheme are Australia, Brunei Darussalam, Chile, China, Hong Kong (China), Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Peru, Republic of the Philippines, Russia, Singapore, Chinese Taipei, Thailand and Vietnam.

Entry procedures for processing APEC Business Travel Card foreign passport holders:

1.     Foreign APEC business travel card holders can enter and exit PNG only through the international entry port at Jackson’s International Airport, Tokua and Wutung.

2.     The holder must present their valid foreign passport and valid APEC business travel card at the designated immigration processing line at above mentioned designated ports of entry.

3.     An officer after examining the passport and APEC Business travel Card and being satisfied that they are valid documents will then verbally advise the applicant that an APEC Business entry permit for business purposes has been granted and is valid for 60 days from the date of entry. The officer then will use the normal wet stamp to stamp the entry date in the passport and record the entry in the movement database.


Dependents

Dependents of APEC Business Travel Card holders can apply for tourist entry permits at PNG Diplomatic missions or upon arrival in PNG.

Validity

The APEC Business card holder entry permit is valid while the holder’s passport and Business card remain valid and is good for multiple entries for a stay of up to 60 days.

Holders of APEC Business Travel Cards issued by their Governments who reside in PNG under another entry permit must comply with normal stay requirements under the respective Acts of PNG.

Extension of Stay

No extensions of stay are permitted. Foreign Business persons who overstay will be reported to their respective Government and banned from returning to PNG.

Where to Apply

Foreign nationals from APEC participating economies must apply in their country of origin for an APEC Business Travel Card.

An application for entry into PNG using the APEC Business Travel Card issued by the respective participating economy will be electronically transmitted by the participating economy through the APEC dedicated network to the PNG Immigration and Citizenship Authority and will be deemed to be an application for an entry permit.

A decision on whether the application has been approved or denied will be transmitted back to the applicant’s participating economy. The participating economy will advise the foreign national of the decision.

It is to be noted that the applicants would have undergone various security and character checks and their application vetted by an approved authority in their respective economies, therefore are bona fide businesspersons.

Migration Service Fees

Foreign Business persons - No fees to be paid to PNG Immigration and Citizenship Authority.

APEC has decided that participating economies will only charge fees on their applicants only.

Procedures for Non PNG Citizens

Procedures for Non PNG Citizens Seeking APEC Business Entry Permit

For passport holders of economies participating in the APEC Business Travel Card Scheme.

Current participants in the APEC Business Travel Card  scheme are Australia, Brunei Darussalam, Chile, China, Hong Kong (China), Chinese Taipei, Indonesia, Japan, Korea, Malaysia, New Zealand, Peru, the Philippines, Russia, Singapore and Thailand.

Entry procedures for processing APEC Business Travel Card foreign passport holders:

  1. The applicant is not a PNG citizen and is the holder of a foreign valid passport issued by a participating economy and a valid APEC Business Travel Card 
  2. Foreign APEC business travel card holders can enter and exit PNG only through the international entry port at Jackson’s International Airport and Tokua
  3. The holder must present the valid foreign passport and valid APEC business travel card at the designated immigration processing line at above mentioned designated ports of entry.
  4.
